중앙재난안전대책본부에 따르면 그간 접종과 관계없이 수도권은 6명, 비수도권은 8명까지 모일 수 있었지만, 이날부터 내년 1월 2일까지는 전국에서 동일하게 4명까지만 사적모임이 허용된다. 접종 미완료자는 식당에서 '혼밥'만 가능하다. PCR 검사 음성확인서가 없으면 일행과 함께 식당을 들어갈 수는 없다. 단, 18세 이하, 코로나19 완치자, 불가피한 접종 불가자는 예외다.
영업시간 제한이 사라졌던 식당·카페, 실내체육시설은 다시 오후 9시까지, 영화관·PC방 등은 오후 10시까지만 문을 열게 된다. 유흥시설, 콜라텍·무도장이 포함된 1그룹과 식당·카페, 노래연습장, 목욕장업, 실내체육시설 등으로 구성된 2그룹은 밤 9시까지만 운영이 가능하다. 학원·영화관·공연장, PC방 등이 포함된 3그룹과 기타 그룹으로 묶인 경륜·경정·경마장, 파티룸, 키즈카페, 마사지·안마소 등은 이보다 1시간 더 늦은 밤 10시까지 문을 열 수 있다.
다만 학원 중에서는 영업시간 제한 대상에 청소년 입시 학원과 독서실·스터디카페는 제외되며, 성인을 대상으로 한 평생직업교육학원은 포함된다.
종교활동은 최대 299명 상한선
예배나 미사, 법회 등 정규 종교활동에 참여할 수 있는 인원도 줄어든다. 전날인 17일 추가로 나온 거리두기 강화 대책에 따라 미접종자를 포함할 때는 좌석의 30%, 최대 299명까지만 입장할 수 있다. 접종완료자만 참석할 때도 좌석의 70%까지만 채울 수 있다.
예를 들어 1,000명이 들어갈 수 있는 교회의 경우 미접종자가 있다면 299명까지 참석이 가능하다. 30%가 300명이지만, 299명으로 인원 상한선이 정해져 있기 때문이다. 접종완료자(접종완료 후 14∼180일 사이·3차 접종자)로만 구성될 경우에는 70%인 700명까지 참석할 수 있다. 종교시설 내 성경 공부 등 소모임 인원도 접종완료자인 경우 4명까지로 제한된다. 이때는 음성확인서 소지 여부와 상관없이 접종완료 이력만 인정한다.
결혼식도 접종완료자만
대규모 행사·집회 개최도 당분간 어려워진다. 기존에 미접종자가 포함될 때는 99명까지, 접종 완료자만으로는 499명까지 모일 수 있던 행사 인원 기준이 미접종자 포함 49명, 접종완료자만으로는 299명까지로 줄어든다.
스포츠대회·축제·비정규 공연장 등 300명 이상이 모이는 행사는 기존대로 관계 부처의 승인을 받아야 하는데, 향후 2주 간은 필수적인 행사 외에는 원칙적으로 허용하지 않는다. 국회 회의나 기업 정기 주주총회, 전시회·박람회 등 별도 수칙이나 예외를 적용해온 행사도 50명이 모일 경우에는 방역패스(접종증명·음성확인)를 확대 적용하기로 했다.
결혼식 하객도 일반 행사처럼 접종 여부 관계 없이 49명까지, 접종완료자로만 최대 299명까지 참석할 수 있다. 돌잔치나 장례식도 마찬가지다.
